1: There is not much evidence to either support or deny that there are laws in place in the pokemon world against intentionally abusing your pokemon. For the most part, everything seems to be handled in-house. If you abuse your pokemon, they leave and get taken in by someone else, maybe they kick your ass for it. This establiishes a case of Cowboy law, where basically you can get away with anything that nobody decides to kick your ass for.
2: There has been no information regarding how sexual assault is handled in the Pokemon world, largely because it is a children's video game series.
Conclusion: While we don't know whether or not it is a crime, we can assume that any number of trainers would try to kick your ass for abusing your pokemon, regardless of the form this abuse takes. Therefore, the two controlling factors are A: Getting caught (weather by formal law or cowboy law) and B: Getting murdered by the would-be "victim". Remember that most pokemon are more than capable of taking a standard human.
Also, be mindful that a pokemon too weak to fight back now may hold a grudge when it evolves, and most pokemon can communicate with each-other. If rape is considered abuse, most pokemon, wild or not, are going to jump at the opportunity to help a fellow pokemon out.
It is possible (Though unlikely IMO that pokemon has entirely different views on the nature of sexual assault. If anything, the views might be even more strict since the world order would collapse if young people couldn't wander the countryside starting at age 10 in relative safety.
Now, if you were the ultimate hardcore badass, the pokemon world is set up in such a way that you are basically untouchable, just as in Cowboy law. Then again, it is questionable whether or not someone could properly train pokemon that were continuously sexually assaulted since, as lame as it sounds, Friendship and Goodness are quite literally sources of power in the Pokemon world. Actually, according to official pokemon game canon pokemon and humans not only CAN mate. But in ancient times (think like 1500 AD equivalent in Pokemon world) humans and humanoid pokemon types used to marry.
There is even a story in one of the games you can find on a bookshelf about a human and a pokemon having a child (though technically I'm pretty sure it's supposed to be a myth/fairytale).
Pokemon and humans fucked all the time in the actual canon of the games.
