The answer lies in why they did it the first time, which I don't have the slightest idea why they decided to keep Ash going for another generation. It was not in their original plans at all. It may have something to do with why the Orange Islands exist. Basically, they needed to stall for a while before G/S was released. Since they were already making Ash run longer than they planned, I guess they decided to keep it going. The matter the G/S protag wasn't that different from the original probably had something to do with it, too. They did eventually feature the real G/S/C characters, but that was a year later. (it honestly wasn't that different from the regular anime, though) Now that pokemon was a global phenomenon, too, I guess they wanted to keep the familiar image. (though this also would be the reason Tracey exists and then they went back when they realized it didn't matter)
People often bring up Digimon for this, but I honestly don't know what drove them to have different characters in 02 and since then. It seemed forced in 02, but all subsequent ones were their own world. I still think there could've been a more organic way they could've brought in more characters if they so desired. (in fact, they did later) I think the idea is supposed to be more that each arc has a definitive conclusion. When characters go on for this long, they wear out and are no longer interesting, not even for children unless they've never seen it before. However, the thing is, even with an all new cast, the show can still seem stale if it runs the same formula, just with a different cast. Somehow, stuff like this just runs on forever.
Truly, I cannot argue the success of such things, and it is plain they are not fueled by an established base so much as they are by a constant influx of new viewers. Frankly, "we" have no business with it anymore. Pokemon is the most annoying version of this I know, though. They have effectively run the exact same show over and over.

They overlapped each other. The Legend of Thunder episodes took place while Ash was in Hoenn, and Kris/Marina made various cameo appearances throughout AG and DP until Lyra was introduced.

I may be wrong on this. The Legend of Thunder episodes (the dub at least) were shown in Pokemon Chronicles, which basically aired all subsequent Special Episodes that weren't a part of the normal anime. Some episodes focused on Team Rocket, others focused on Misty, and of course, the Legend of Thunder episodes. Forgive me, as it's been years since I've seen it, but there was one episode where Team Rocket I think decided to stop following Ash, and ended up getting blasted off near the end, where they landed in a tree and saw Ash, Brock, May, and Max traveling, where they again decided to keep pursuing them. So with that, I assumed that the Legend of Thunder episodes took place while Ash was in Hoenn, so pardon me if I'm wrong with that.
