I understand your frustration
Only two lines in gen 1 learn earthquake by level up, so you can really only get good ground STAB by using the TM.
gens 2-4 doesn't have unlimited TMs

Before ORAS, Xatu didn't learn a single special Flying-type move, didn't learn a single offensive Psychic-type move until level 42 (Future Sight), and didn't learn Psychic until level fucking 66. Its only means of offense without TMs was Peck, Night Shade, and Ominous Wind.

Gen 2 was fucking terrible with STAB distribution. I tried to train a Heracross back in the day, and IIRC my options were Pin Missile and Rock Smash until way late in the game. Megahorn at level 54, I think.
Gen 1 Aerodactyl didn't learn any Rock-type moves, even though there was a TM for Rock Slide. Its only Flying-type options were Wing Attack, Fly, and Sky Attack. I'm not sure if it even learned the last one.

He probably meant to say unlimited TMs, which weren't a thing until Gen 5.
