Noctowl really does seem like one of the comfiest Pokemon, there's never an image or representation of it being angry, hostile, or startled.

I kind of wish Noctowl had a more... clocky appearance myself.
When I first saw HootHoot and read its dex entry I was all 'neat! timebird!' only to be treated to a fairly normal looking owl when he evolved.
