What's Arcanine's species?
Arcanine was supposed to be a lege in place of moltres but doge+2birds was too confusing for kids so they made moltres but kept arcanines design & even the stat distribution even if it lost the legendary status.
Arcanine was meant to be a legendary pokemon but they decided that it wouldn't really fit and made it only a trio of birds

the specific criteria for what makes a pokemon "legendary" was not as concrete in the early years.
arcanine is based on a real world mythical creature and because of this it's species category is "legendary pokemon" despite not fulfilling the in-game requirements to be considered legendary.

Can't this also be done in Gen 4 by using the Rage Glitch?
1. Get a Smeargle and make it Sketch Rage and Crabhammer
2. Teach Mew Transform
3. Enter a Double Battle with Mew and Smeargle
4. Have Mew Transform into Smeargle and use rage
5. Once it says "rage is building", win the battle
6. Mew will now have Smeargle's moveset, and therefore Crabhammer.
Not only that, but since Sketch is very versatile, that means Mew really can learn any move, since you just need to replace Crabhammer with a desired move and make Smeargle Sketch it!
