You're mistaking Core with Cell. Cell is the base form of Zygarde whereas the Cells are basically motionless power sources that Core uses to change form.

There was some merchandise that showcased Pikachu in a Yellow background, Sylveon in Pink, Zygarde 50% in Dark Blue and Light Brown (as in their fucking types, together with some more Pokemon). There was Squishy as well, his background was completelly white.
