Tanks a hit from Primal Groudon, boosts in its face and kills with Earthquake. Surely this means it's one of the best tanks ever? Hell, you can give it Roost instead of Protect for even more tankiness, I just run Protect so if my opponent double-switches to Darkrai when I switch to Gliscor I can avoid falling asleep and get to Toxic Heal going.

The answer is Chansey. It tanks hits from every Special Attacker in existence and can from a good deal of Physical Attackers too. It's probably the most annoying Pokemon there is.

It's not garbage. You're probably thinking of the Guts AV set, where the word you're looking for is predictable. It's the LO SF set that still dents OU, since it can rip right through balance.

Maybe garbage is slightly too strong, and its LO SF set is better definitely but it's still not great in OU, which its C+ viability speaks for, and its LO set is equally as predictable with Drain Punch, Mach Punch, Ice Punch maybe Thunder Punch and Knock Off/Poison Jab. The meta right now is pretty unkind to it. I see a massive dropoff in usage once I get past 1600 and past 1700 I never see it, I never think to myself 'Oh shit how am I going to play around his Conkeldurr' at Team Preview.

I wouldn't say equally as predictable at all, since your switch-in can be 2HKO'd or even OHKO'd with their prediction. Even physically defensive Skarm is 2HKO'd. You'd need something like Mega Venusaur or Mega Sableye, or alternatively keep it out with threats from Rotom-W or Mega Gardevoir.
I see it mostly used by Mob Barley and people who copy/try to copy him, as he has a reputation for bulky offense.
