Allow me to attempt an explanation. I've probably missed a thing or six, but from what information I have gathered:
1: May was introduced "right around that time" for a lot of people who got into pokemon on day one as kids.
2: Coupled with this, Misty was around for so long that many were simply to used to her presence. May was a new and exciting change.
3: May is relatively realistically designed, by anime standards at least. This means that visualizing her as an actual person, and thus less weird to have a crush on, is quite a bit easier.
4: She came off as kind, yet overbearing. Combine this with her slew of "big sisterly" traits and you have a character that appeals very strongly to a certain grouping of fetishes, many of which were completely untapped before this.
5: Yeah, the boobs probably help. The writers understood this, and gave her more bathing-suit screen-time than Misty before her. Also, look at how frequently she is depicted entirely from the side compared to everyone else. The bike shorts also probably helped.
