Aww, I don't know if I'd go that far. I'm more of a 'catch a Pokemon because its cute' kind of person so I probably fit the character type of Poke' Maniacs or something. But no, whoever made this game has no concept of fashion and it took me a while to settle on THAT and just ugh the color palette is awful.

Raichu is pretty cute and pretty good. I still think you'd make for a good ace trainer with the strong but cute options out there. Despite the disagreeing nature of the artist's commentary, I feel that V3.0 is definitely needed for those color and slightly graphic improvements. Maybe add a color mixer.

Raichu is my all time favorite Pokemon, bar none. I don't know if anyone else remembers this but it was either right before or right after Pokemon started airing in America, Lunchables had these little card things on the back of their packages. I first saw Raichu that way and I've been in love ever since. Wish it had showed up more in the anime desu.
I think my full team would probably be Raichu, Ampharos, Zorua, Banette, Emolga and Chandelure. I've always said I'd be an electric trainer but upon further thought it'd probably be closer to electric/ghost. I'd probably be a pretty easy Ace Trainer to beat, haha.

I remember those. I think I had a Venomoth and Kangaskhan ones that got stolen from me.
I think Raichu deserves a bit more love too. The Pikachu vs Lt.Surge Raichu fight in the original series had a nice twist to it plot battle wise, but Raichu should've been a bit more verstile. Its kind've weird the drawbacks that his had, especially considering their move sets are almost identical game wise, especially now. Raichu could also use a competitor to Light Ball Pikachu in the games. I suspect a Mega might eventually happen, but I'm not 100% sure.

Would you mega evolve Ampharos or Banette? An electric trainer would be a nice twist to most mono type trainers. You may want to consider a Rotom though to meet your ghost criteria. Zorua might draw you back, but your line up would put you at a decent vantage as an ace I feel.

Mega Banette is pretty cute to me and I don't think anyone could deny mega Ampharos being adorable. I certainly wouldn't be opposed to it but generally speaking mega evolutions don't interest me a whole lot. I love the newer games, I honestly thought XY were pretty fucking great, but I guess when it comes to game mechanics I'm more old school. I think I only used mega evolutions two or three times and that was only when I didn't have any other choice.
But if they DO give Raichu one and its not awful I'd probably use it a lot. I don't know though, I can only see them ruining Raichu and I don't think my heart can take that.

Mega Banette is a cutie, Ampharos as well. I sort've feel you on the mega evolution thing. I thought it was gonna bust the first time around, but I like how they stuck with one mega per player and how lore wise megas won't ever really be common. I feel that could make for some interesting interactions and moments in the games/movies. I've always wanted to see an elite trainer/champion go against a frenzied mega. I did like how Megas brought back Beedrill and gave my buddy Blastoise some new moves along with making it usable again in """""competitive""""" play. The old school mechanics will always be more loved though.
I think Raichu would look nice with a mega, especially considering how closely it is related to the mascot of the series.

Sometimes I think I have a weird definition of cute because I'll look at Teddiursa and understandably be like omg its too cute! But then I look at Chandelure and I'm like ... that is a cute fucking chandelier. Haha. I occasionally wonder if other people think these Pokemon are cute too so I'm glad you agree with me on mega Banette.
In that same vein, I actually thought Lt.Surge was pretty attractive. I'd still say he's my favorite gym leader but as far as Volkner goes, by that time I'd come to simply respect people for having Raichu. Any trainer that uses one is automatically my nigga and I actually get kind of mad when I have to defeat one.
Pic related is actually pretty cool so I'd be interested to see what GameFreak would come up with. Pikachu's popularity always kind of bothered me simply because as its evolution, Raichu got shafted. If it were an unrelated Pokemon it would probably just be called a Pikachu clone but maybe then it'd actually get some attention like Pachirisu or Emolga. I remember being super disappointed when I finally got a thunderstone in Yellow only to find out you couldn't evolve your Pikachu in that game. Nor could you catch a different one to evolve. My ten year old rage was limitless.
Incidentally, if I ever decided to fully evolve a gen 1 starter it'd definitely be Blastoise because it looks the best, obviously. So I'm glad for you and your bro.

Also just wanted to add that the first Pikachu movie was like heaven for me simply because of all the screen time Raichu got. Words cannot describe my hype in that theater and I also like how a lot of Raichu's seem to be assholes. Those are always my favorite characters and I clearly remember Lt.Surge's Raichu bullying Pikachu so maybe thats where I got it from.
