Google is your friend. The TD;LR version though is that the original creator of the anime, Shudo wanted to end the anime at many points during the OS's run. This pic is from a deleted scene of one of those many attempts of his at an ending. It was supposed to be a flash-forward epilouge at the end of the first movie where Ash married Misty, had a daughter but then left them alone just like his father did. Unfortunately the ending attempt was immediately scrapped by the corporates cause Gen 2 was on its way but footage of the scene somehow managed to get preserved.
