By no one, they're just pulling shit out of their ass. Nothing about this leak has been confirmed real and nothing about it has been confirmed fake. Until the actual starters are revealed by TPCi through either a trailer, a Pokemon Direct, CoroCoro, or even Pokenchi it's just going to be nothing but a huge back and forth about these things. And considering we're not really guaranteed the reveal of the starters in next months CoroCoro we may be in for another month of this shit.

To be fair it's really only been brought up more as of the last three weeks because trademarks were found for what are assumed to be the starters of Sun and Moon, one of the names seems to fit the owl and that sparked a huge, pointless debate.

It only just recently became such a big thing, mostly because the trademarks for starters and legendaries coming out that happened to somewhat match them.
