While the other factions have clear ambitions, they tend to go in extreme situations. I wouldn't want to fuck with operations in dealing with Pokemon capable of rendering time and space, expanding sea/land in a instant, or taking Darwin's survival of the fittest to a whole new level. Team Rocket, you go shoot some people in the face, steal their pokemon, then set up casinos where people can "win" their pokemon back. Usually by buying 100000 pokebucks worth of coins to afford it.
Team Rocket can operate on both local and international levels, provided you pull in enough dough to make other people want a piece.
Team Rocket, on its own, with shit leadership in Johto, managed to figure out a way to pump out an endless supply of Gyarados. Imagine if they had capitalized on that.
If done right, trainers actually support you by purchasing those super-expensive Abra, Pinsir, and Dratini from your various fronts.

They kill hundreads if not thousands of pokemon for their ideals, and instead of escaping Lysandre accepts his fate and gets crushed.
