Gen 4 has the worst E4 if you disqualify gen 6 from the running on account of sheer awfulness.
Gen 1 were the original badasses. Like most things gen 1 though, this awesomeness disperses if you look closely at it. Bruno was worthless, Agatha had already gone senile by the time you got there, and Lance was as much of an asshole as ever. So... Lorelei?
Gen 2: Lance got promoted, Agatha died of old age, Bruno spaced out for 3 years, and Lorelei had the operation. Koga and Keren, the new blood, were... eh?
Gen 3 had a very memorable, and largely useless E4. Sydney, Glacia, and Drake all had awesome designs, but shit battle talent. I think there was another member, but I can't remember them.
Gen 4's Bertha and Flint weren't bad, and Aaron had a pretty cool team.
Gen 5 gets chops for being the toughest E4. It looses chops because I couldn't tell you one of their names.
Gen 6's Wikstrom (Probably butchered that name) was a knight. Which was about it, honestly.

I'm going to have to say that I disagree and actually enjoy this elite 4. At least if you're playing Platinum (Which you should be doing anyways) The elite 4 in Platinum is by far one of the most difficult challenges I've ever faced especially Lucian because his psychic types weren't your run of the mill psychic types. They had bulk and power to them and many of the Pokemon in Platinum that you can catch that are dark types often aren't strong enough or are too frail to actually survive. On another note Flint also in Platinum is amazing and he actually shows you some hot moves lol. The first two are easy however, but I didn't find them boring at all they had varied teams that worked well together not like the Johto or Kanto elite 4 where they use 3 of the same species of Pokemon.

Honestly Gen 2 or 3 Elites would have to be worst for me.
Those Elite Fours are not fleshed out at all. We know pretty much nothing about Will or Karen. Hoenn Elite 4 is not much better. As somebody who watches the anime, the Sinnoh Elite 4 ranks higher because all members appeared in the anime and got appearances that fleshed them out (especially Flint, who appeared multiple times). Will, Karen and none of the Hoenn Elite 4 have appeared in the anime, except Drake. Honestly wish they would have so we could see them fleshed out more. Unova Elite 4 didn't appear in the anime either (except for Caitlin briefly) but that's fine since the games themselves did a good job fleshing them out IMO. Kalos Elite Four really needs more fleshing out too. Honestly blows my mind that it took until Sinnoh for all of the Elite Four to appear during that region. But then again, that's just one reason why the Diamond/Pearl series of the anime was the best.

I recently finished Platinum and I was surprised by how tough they were. My team was lvl 51 throughout and, while I expected Cynthia to be kinda annoying, the ones before put up a scary fight.
Lucian had KO'd 5/6 of my Pokémon, leaving only my Garchomp. Brutal.

Maybe I was just too fixated on Cynthia's Garchomp that I underestimated the E4, but Platinum is far and away the toughest E4 I faced.
I replayed literally all generations the past half year. Red in October, Gold in December, Y in January, Emerald and White on February, OR in March and Platinum this April, so it's definitely not just remembering shit wrong.
I was even using flawless IV, EV-trained diverse Pokémon for Platinum (Infernape, Gengar, Porygon-Z, Scizor, Gliscor, Garchomp), but there wasn't a single E4 Member where I got out without needing a Revive. I was used to waltzing through E4 ranks with just one Pokémon for the other gens.
Granted, Flint was cheesy since he Flamethrower'd my Gliscor who Swords Dance'd. Got burned. I did a Full Restore, he does Flamethrower again and crits me. I'm fairly sure my Gliscor would've OHKO'd all his Pokés with EQ.
Cynthia's Garchomp did go down in one hit to my Download Choice Specs lv. 53 Porygon-Z's Ice Beam, though. So that was neat.
