They are actually hia arms. You can see them folded backwards like arms behind his back rather than just sticking out like leaves. Ignoring that if they were arms, it's where Arma are supposed to be, as opposed to the leaves on its tail which is not where legs would be as compared to the previous evolution. His arms are leaves too of course because they are supposed to look like leaves, like having wings that look like leaves.
