Birds/Flying reptiles are measured in wingspan. Snakes and other serpentine creatures are measured by head to tip.
Now I might be wrong about Theropods but I think they're measured by foot to hip.

the aerodactyl in ops picture clearly has a wingspan of nearly 30 feet. aerodactyl is only listed as 5'11". i'm pretty sure all pokemon are measured from head to toe with the exceptions of serpentine pokemon.
