From a legal standpoint the two are different beasts. Wolves (and wolfdogs/coydogs/foxes for that matter) can get rabies vaccines, but they are not legally protected by them if they bite someone the way dogs are. Pretty much anyone can adopt a dog, but getting a wolf (or in many states, a hybrid, even a low-content hybrid) requires permits. They're in family Canis but they aren't the same animals at all; they even differ quite a lot from dogs genetically, and not just for the super inbred breeds like bulldogs. Human-socialized wolves and dogs still behave very differently from one another because a lot of the stuff that makes a dog a dog is something that's been encoded in their genetics over the years of selective breeding.
But either way this is Pokemon and it stands that Manectric is only vaguely wolf-like. We don't really have an easily-identifiable wolf Pokemon right now (though most people think that's why Mightyena is) -- and Slurpuff sure as shit isn't one.
