Megas and Fusions aren't new Pokes.
The point is they're scared of using up all their inspiration. That's the reasoning behind Megas. They can take older Pokemon and update them. Fusions allow for that even more.

Ashnenja exists which is basically Reburst in reverse, which itself mirrors Hybrid/Spirit evolution.

It's going to be like mega evolution where only a handful of species get more than one, and NFEs can't at all.
Only counterparts or similar Pokemon should fuse.
