In gen 1, nothing could heal confusion status, unlike any other status in the game. Starting in gen 2, full heal, full restore, and the bitter berry could heal it ( with persim berry coming later). For some reason when they were fixing all the other type bugs from gen 1, they didn't fix Ghost to be special. So they had to make Dark special for balance, even though it makes little sense.
Fun fact: the move Bite was physical in gen 1 (because it's Normal type), then special in gen 2-3, then physical in gen 4+.
