Two copies of shaymin are much less clunky than having to fit a 2-2 line of octillery or a 3-3 line of delphox into my deck. I get more deck space and a powerful ability. It's compression. The ability is easier to use but slightly less powerful than it's stage 1 and 2 counterparts. It's a fair trade off, it just so happens that running a couple shaymin to keep other deckslots open is worth more than the recurring effect of either delphox or octillery.

Shaymin is faster and more effective. With Shaymin, every Ultra Ball will let you refill your hand, no strings attached.
With Octillery, you have to play the Remoraid, wait a full turn, then pray you have Octillery in your hand. If you don't, you either wait or use even more resources to get it. Delphox is worse, since now you have to either wait two turns or hope for the Rare Candy, which you can't search without a supporter. That's a LOT of time and resources you're spending, and a huge amount of deckspace for what's ultimately a support option.
And while technically you'll EVENTUALLY get more mileage out of Octillery/Delphox, games rarely last that long (especially considering the time and resources you spend setting them up), or if they do, your opponent has drastically outpaced you since they weren't fumbling with some clunky evolution lines.
And most importantly, you can play multiple Shaymin in a single turn. Decks like Night March, Vespiquen/Vileplume, Seismitoad, and M Ray only function because their 3-4 Shaymin let them cycle through 30+ cards on their VERY FIRST turn.

Shaymin is about the best thing ever because every deck you make generally wants to be as fast and consistent as humanly possible. You wanna see as many cards as possible every turn to find what you need/want
Take the Trevenant break list for example. Every. Single. Game. You wanna go first and lead with a Phantump, find a wally and give your opponent a big middle finger for the entire game. This means if you can get some discard and chain off 2 Shaymin EX's which draw you more cards which are probably trainers mail and bikes and shit help you find Wally pretty easily with average luck.

Nothing in Legacy is really cheap.
The big decks right now are ViriGen+Celebi, Darkrai/Sableye, Plasmabox, and Blastoise/Keldeo/Kyurem. If you're not running one of those decks, it doesn't matter. Just run whatever looks interesting or whatever's available to you.

So I tried to play night reach standard without shaymin. It's pretty miserable as my win/loss ration is HIGHLY dependent on my starting hand/early draw (keep in mind thanks to my low ELO I play against shitters spaming EX pokemons instead of meta decks).

Pokemon uses a rotation so there's no relevant power creep.
If you mean product pushing like you see in YGO and Magic, then the opposite is true. The current meta's made up almost exclusively of cards from 2+ years ago.
Just play online now, you can grind for free or just spend $10 or $20 tops and get everything you need. Shit's super consumer-friendly.

Truth is that I assembled a deck with cards that survived 6 years, from Unseen Forces to Legends Maker, and managed to get 2 wins and 3 loses against a guy with recent cards. He only won when he draw his Fug ex and other poke ex which names I dont even remember and stomped me around like a sewer rat, however I won when my set up was fine and he did not get to spam trainers to put the ex's in play.

The client only has cards from HGSS-on and locals all only do Expanded or Standard, meaning BW-on at best.

What's funny is that a majority of the Base Set cards would still be viable today off their abilities alone. Only the numbers have changed, with shit like energy acceleration staying the same overall.
I mean, Deluge Blastoise is almost a 1:1 reprint of Rain Dance. We have cards like Garbodor or Archeops that are worse versions of Muk or Aerodactyl. I'm even sure that shit like Mewtwo stall or Moltres mill would still function today.
