Ledian is her name. When Gen 2 was first coming out, Ledyba was in Pokemon 2000, and I got Ledian as one of my first Neo Genesis cards. Smogon would do a lot of balance changes around their own personal interest. It's not surprising that a lot of decent Pokémon that aren't weak to Stealth Rocks got screwed over by that.

I feel like you'll always have a metagame be dominated by like twenty Pokemon even with the best efforts but they should at least not do stuff like blatantly make a ton of fully evolved Pokemon really bad on purpose.
It should ideally get to the point where, while the metagame has a select few Mons that show up very often, you ought to be able to make almost everything work in some kind of team, somehow. This could never happen, but it's possible, I think.

Its abilities and moves are great, its just got shit stats. It stats are built like a specially-oriented glass-cannon, a rare build for Grass types and one you wouldn't expect from its design. But its just total ass.
Would a Grass/Fire Mega improve it? Maybe if its base form got Drought, then its Mega could get Chlorophyll or Solar Power to work from immediately.

Why did they make Ledian so bad? What went wrong in the design process? Did they originally make it with Gen 1 in mind, where its generous Special Defense would have just been a 110 Special stat and given it the ability to liberally abuse the various elemental punches?
