I'd say that the Dream Ball is probably the most valuable since it's technically unobtainable
Apricorn balls (Lure, Heavy, Fast, Friend, Love, Moon, etc) balls are the second most rare since they require you to trade up females caught in said balls
The balls you can buy in-game (Quick, Nest, Timer, etc) are after them
The least valuable balls are probably regular Poke Balls

I think it helps your odds of getting high IV Pokemon but I'm not entirely sure.

I would swap volt switch on forretress with regular or toxic spikes, and give him a custap to pair with sturdy and guarantee some hazards.
I'd also look into an anti-lead with the ability magic bounce or the move magic coat to take advantage of enemy hazards, since it seems hazard control is a core part of your team.
Gengar is best used in this case as a run-of-the-mill special sweeper with capacity for spinblocking. You could also make use of Gliscor's toxic capabilities to boost Hex as your main STAB
Gliscor is a double-edged sword here with your Chansey running cleric, since aromatherapy will remove the great recovery offered by Toxic Heal, and flinging that orb will put you in a rut if your relying on Gliscor late-game.

If I had two Floatzels with the same nature, IVs, EVs, and all that good shit would they have the same stats at level 100?
And what would be the best nature, IVs, and moveset for a Floatzel?

Yes.
As a physical attacker, the best IV's are always going to be 31/31/31/x/31/31. Floatzel likes its speed so Jolly is usually best.
Adamant for more power, you'll just barely outspeed +speed base 100's at level 100. At level 50 (the console standard), you speed tie though, which is bad.
I actually have a perfect male Buizel spare if you want a leg up.

Since you have ORAS, you can use the DexNav
When you have a high search level for a Pokemon in the DexNav and search for that said Pokemon, sometimes they'll have their HA
You'll just have to search around for them

Hold onto the Buizel anyway - it'll be usable as a parent for any Water 1/Field Pokemon and will breed faster with other Buizel than a Ditto would. And it's French, so shiny chance is better.

Only a female with the Hidden Ability can pass it down to her offspring. The only exception is when you breed an HA male with a Ditto, then the male can pass it down to the offspring

Mothers have a 80% (?) percent chance to pass down their ability (one of their regular abilities or their hidden ability, if they have it)

Since you want him to be a physical attacker, Waterfall would work better than Surf. Same goes for Ice Punch over Ice Beam.
Mystic Water/Splash Plate isn't recommended because it only boosts one of its moves, one that is already its STAB. You could try running a Life Orb for extra power or a Choice Band
