In Gen 5 special attackers were a bigger deal, you had shit like Volcarona and Hydreigon (brought down in Gen 5 by Mega buge and bravest birb/fairies, repsectively), weather boosted STABs and special moves were more powerful and what have you. Since both of them are specially bulky as fuck you were just better off going with Blissey since it could heal passive damage, which was more annoying since sun meant more grass-types, and more grass-types meant more leech seed. Also you had more chip damage from sandstorm to worry about
In Gen 6 special attacking was nerfed across the board and you had a lot more threatening physical attackers than special ones popping up like Bisharp and mega zard and what have you, so you were better off using the mon who is better physically

Salamence has pretty much been great since Gen III. It's worst point was XY jn which it was I think UU or BL. But even then it was OU viable and it also got banned to Ubers once it got its Mega in ORAS.
Tyranitar, Garchomp, Arcanine, and Ferrothorn off the top of my head as well.

Gen 5 permanent sand and great spinblockers made removing hazards really fucking difficult so that extra bulk chansey had would be negated by chip damage while blissey could at least hold leftovers. Chaney still saw play but not as much.
