3DS has to render shit twice to do stereoscopic 3D. I'm not saying GameFreak is competent in 3D, but I kind of get the impression they have a poor sense of scale when it comes to 3D graphics if not optimization.
If Sun+Moon gets a steady framerate, it's likely because they had help scaling things back or knocking out cluttered code.

This. When I first got my 3DS the first couple of games I owned for it were Resident Evil Revelations and Kingdom Hearts: Dream Drop Distance. The graphics in those games were and still are pretty damned impressive for the 3DS, and they both had full 3D support as well. I thought most games for the 3DS were going to hover at the very least just a little bit below and around those games and eventually surpass them by the end of the handheld's life cycle. But most 3DS games in my collection are around or slightly above the graphical standards of the Pokemon games.

Except the 3ds doesn't need to render twice to make 3d. It needs to broadcast twice. It's like doing a math test, then copying out the answers a second time. It's going to take a little bit more time and energy, but there's extremely little thinking involved. 3d isn't actually a good argument for why these games have shit framerate and graphics, it's just laziness.
Halflife 2 can run on a computer with 1/2 a gb of ram. Undertale requires 2 gb.
Game devs are getting lazier with optimization because hardware is getting better so they don't feel they need it.
True story my GW2 Sylvari Mesmer was inspired by Phoebe's design. I always wanted her to be a water trainer too.
