After hearing of the massive success BW's story had, GameFreak realised they could get far more cashdollars by making a cheap sequel to that game's story than putting in so much money for a whole new game. But when XY's story did only meh, they realised they couldn't do that sequel thing for Gen6, so they made the remakes instead.
...Or for a more realistic answer: because there wasn't enough of a difference between Gen3 and Gen5. The graphics hadn't changed much, the games could be played on the same console, and the Pokémon from Gen3 were still transferable to the newest one - all of which couldn't be said about Gen2 during DPPt. Gen6 came around, and not only did it put it back some more years so that Gen3 was more nostalgic, but the properly 3D graphics put much more of a difference between it and Gen3.

BW2 has hints it was originally going to be a Hoenn remake but plans change. Something to do with DS about to die and wanting to get Gen 5 finished up quickly.
