Well new Pokemon doesn't automatically make it a new gen. A new gen is determined by overworld, Pokemon, region, mechanics and many other factors. Picking out a few and using them as confirmation of a new gen is retarded.

I do think Z is coming in game form though. I believe Zygarde's chest colors mean he keeps the Life, Death, Sun, and Moon Pokemon in check. The theories started appearing on YT as early as 2013 I think (based on the hints left in XY lore), and the idea got a further credibility with ORAS, which isn't 100% compatibile with XY DESPITE being the part of the same generation (compare it to Gen 1 and Gen 2 if you want). Also, XY still doesn't have its third game (or sequel, whatever), and Zygarde got a bunch of new forms and some unreleased moves present in the code. Also, the two unused pentagon slots, although that one isn't as significant since you can easily argue that they might as well not use them at all.

A generation has three parts to it: New Pokémon, A new region and game mechanics. To start a generation you have to design more Pokémon with their oen Dex numbers. Thus you continue by putting them in a new region. Then you release them into the region by adding new mechanics. The pokemon are important because that has always been the maincriteria for new gens. The region will be added so the mons have a place to be caught at. HOWEVER what if we stop here and just don't add any new mechanics?
