I feel like most middle-evolutions tend to be the laziest designs of the entire line. Whether the middle-stage is better designed than the other stages is mostly based on opinion, but a lot of middle-stages are the worst offenders of the It Gets Bigger clause

Serperior's arms are crossed behind it, continuing the smug snake motif as well as referencing real life snake evolution.

You can even see the "training" and "war" part on the pokemon themselves. Notice the traditional samurai clothing of Dewott and how it strictly uses its scalchops and notice how Samurott is fully armored, loaded, and always ready for combat while constantly howling like its a war cry. That is how the evolutionary progression works.

I dunno. Quilladin evolves from a pile of literal shit to an even bigger pile of literal shit. It's still a "It just gets bigger" thing.
Don't hear alot about the Turtwig line so I'm sure about the consensus here,
but this line is one of my favorites in terms of balancing between 'just getting bigger' and 'drastic changes'.
Instead of just buffing up his body type (like virtually all gen 2 starters) you see alot of attention paid to the individual features taking their own unique directions. The sapling grows, the jaw becomes sharper, the nose becomes more pronounced, you can see others if you look. This makes the jump to the final evo feel fulfilling but not overwhelming bc its technically what you should have expected but at the same time there's a few completely new features that weren't introduced in the middle stage.
The Empoleon and Infernape lines also do a great job at this, and while other evo lines have stuff to this growth model as well (mainly gen 3 mons) I feel like it's best displayed with gen 4 and would argue that the Torterra line has the best OVERALL design.

All the symbolism in the world can't help it if the design itself is not suited for conveying the idea of a swordsman, which is its primary means of combat. It is capable of standing, but it's like a bear is capable of standing; its gait on only two legs looks awkward and is typically only sustained in short bursts. You can say, "Oh, well it's meant to look like [this thing]!", but that doesn't change the fact that Samurott looks awkward and unpleasant.

News flash, fighting on land isn't ideal for water types. Did you forget most fish based pokemon just float in the air? Did you forget that all the water starters before hand have issues with balance on land, with Blastoise needing to weigh itself down and Feraligatr and Swampert being top heavy and needing to slouch? Did you forget that just because Oshawott and Dewott stand up straight on land doesn't mean they are well adapted to fighting on land? Every single one of these pokemon I just mentioned have proportions that need to be in water to work that wouldn't on land, which is unfortunate because pokemon battles always look like they are being fought on land. Going quadrupedal literally means nothing in the context of a pokemon fighting in the sea. In Samurott's case, going quadrupdal on land just furthers the samurai concept.

Yes, some species will make bubble nests for their eggs, but the tadpoles will not stay in the foam for long. Some other species will just make the nests over pools of water so that the tadpoles can wriggle out of the foam and drop down. They do not carry it or produce it.
