The worst gym leader is of course Claire. Whitney comes in second, with Jasmine in third. Johto's female gym leaders were the whiniest most entitled bitches imaginable, with incredibly bland designs to boot.

I remember first playing XY and that one guy in his gym with it caught me off guard and nearly rekt my fledgling team. It got me hype for Grant until I found out he had two unevolved fossil mons and nothing else

One of the 3 gardener's beyond Santalune mentions Ramos. It could be surmised he's the head of all gardener trimmers in Kalos.
I mean, he does stay cooped up in his gym, but the way he talks about Grass types is pretty inspiring. Plus, he is strangely "kawaii" looking for an old man. That and his weird beard and big scissors.
So no. He isn't forgettable. He just wasn't utilized very well. Perhaps some moments where he's ordering some gardeners around would have been a good way to flesh him out some more. Gym leaders after Gen V just got shafted in terms of growth in Gen VI.
By FAR the most forgettable ones are Viola, Grant and Olympia. Olympia being the number one. She's just not interesting, period. Worst gym leader to date.
