Hyenas are of the suborder Feliform, which if you can't tell by the name, is a family of big cats.
That said, I think whoever designed it was under the impression that hyenas are related to dogs, which is why Poochyena's name is partially dog based and the designs are clearly dogs.
So by the designs, I'd personally consider them dog Pokémon.
