Recover doesn't work thematically either. It's Self-Regeneration in Japanese, as in cellular regeneration. It's either psychic types, since it's a brain function, things that regenerate in real life like slugs, starfish, lizards etc, or things made of fluid like jellicent, cryogonal, avalugg, etc. Porygon gets a pass because it can alter its pixels, and Accelgor because it can weave more silk to repair itself.
No steel or rock types learn it. This is why it won't happen on Aggron/Steelix either.
