They look great, but holy FUCK their learnset was unbearable up until ORAS. The only damaging Psychic move they used to get before Psychic was Future Sight at level 42, and Psychic itself wasn't learned until LEVEL FUCKING 66. They didn't learn any special Flying-type moves at all until ORAS either, when they got Air Slash. Using them in-game was such a massive exercise in frustration that I just stopped even attempting to do so despite liking them a lot.
Gen 2 has a lot of cool pokemon, if not for the terrible stats for most of them it's still a solid range of type combinations.
Xatu being psychic/flying is kind of its major weakness. For most birds suffering another kind of damage from dark type moves especially.
It's strong enough to give a few wishes to other pokemon or itself. It can attack with special type flying moves or shadow ball.
Other pokemon can do what it does better give or take. With the edition of stat min maxing in more recent gen pokes with better special defences.
My favorites from gen 2 include: Xatu Crobat Ariados and Feraligator.

Two really well designed Pokemon that are in my favorites
Xatu was the backbone of my TCG deck about 15 years ago. I used to beat on other kids with him at Toys R Us Saturday play events. These two will always be bros to me.

I like Xatu. I've been playing since Gen II and have never raised on though. There are just too many pokemon that can do his job better. I typically have flying types for fly and xatu is special based. His defenses and HP are too low and his typing makes him die by the vast majority of the popular typings in the game. Every time I try to fit him in a team I always end up finding a someone better.
