Yes it is. The Phoenix as it is known in popular culture today is a combination of the Greek Phoenix (Φοίνιξ) and associated fire bird legends, such as Bennu, Garuda, Simorgh and Houou.
However, I do agree that Moltres doesn't characterise Greece all that well. Ho-Oh is probably closer, as it combines Houou with the Greek Phoenix, whose feature is rising from its ashes. But still, Ho-Oh is obviously much closer to Houou.
I don't know what animal would better fit for Greece. Owl is associated with Athena, but even that wouldn't characterise Greece in its entirety. Dolphins are traditional aquatic animals for Greece, but still don't catch its entirety. Double-headed Eagle is as much Roman as it is Greek.
In regards to symbolism, I'd say the Mt. Coronet take a cue from traditional Greek symbols and architecture. However, I'm not sure if suggesting any of the Sinnoh Legendaries in particular would be fair.

If you're Swede you might be convinced that the lion is more associated with you country, but as a French I can honestly tell you that I would never think of a lion when thinking of Sweden.
