When GF tried to force Zoroark, they fucked it up by making it an event Pokemon. I'm pretty sure you couldn't get Zorua/Zoroark yourself in BW unless you had some special serial code bullshit from an event 99% of people didn't attend.
Lucario didn't take some fucking metagame bullshit to own. I don't know about you, but when I was a kid I thought the mythical Pokemon were cool but figured I'd never own any. I could never get hyped about a new Pokemon I would never own.
By the time they realized it wasn't going to work like that, it was too late and everyone was already waiting for the next generation and/or RSE remakes.
