If Game Freak wanted to nerf Dragon-types, why didn't they just make Ice-types good? All Fairy-type did was render Ice-types useless while nerfing Bug-types and buffing Steel-types.

Fairy was there to complement steel too.
They wanted to balance it out by nerfing it's dark/ghost resistance, but didn't wanted to fuck it up too much and gave it some offensive precense.

Well we're here now. Worst types are Ice, Grass and Rock. Best course of action is to add Light which would be resisted by them and good against some of the good types and see what happens.
If that doesn't work out we can add more types from there.

If they had given Ice some more resists (resists to Dragon, Water and maybe Ground) then it would have given a lot more Pokemon the chance to shine.
Dragons weren't that broken as a type, the problem is that a lot of dragon-types had insane stats. Things like Altaria, Druddigon and Flygon weren't ever close to being broken. Weather was far more broken in gen 5.

Everything just now runs Gunk Shot as a coverage move. Poison types are the new Ice-types, they're rendered obselete by coverage moves.

Poison-types still only have one weakness defensively and a decent amount of resistances. They're nowhere near as bad and never were.

Putting ice in water in analogous to using an Ice attack, not Ice being attacked. What you're looking for is "throwing a glass of water onto an ice rink," or "throwing boiling water into frigid winter air", which make it incredibly obvious why Ice should resist water.
