The only logical conclusion to come from it would result in the classification of a lot of Ghost pokes being meaningless since they are not the pokemon by itself. The pokemon is the ghost possessing them, meaning it's rather one pokemon that can take many forms. This would be inconsistent with how breeding is portrayed since all ghosts only pop out that specific pokemon.
