Delcatty's mega stone was made by team rocket or some shit and they fuck it up like they usually do. It's now a robot cat. Normalize+ does the same thing as Normalize with the added great bonus of making its Normal-type moves hit neutrally on all types (including Rock, Steel, and Ghost). It needs this big boost due to its shit stats and not great spe. It probably will still suck, but it's trying. This would really only work if Delcatty got Swords Dance.
