OP was talking about ORAS. You can get a gift Togepi in ORAS. My bad for not noticing you said "16" gyms, but you don't have to sperg out over it. Besides, there's tons of shit like that in HGSS and it was intended to be that way to help sell games. If you wanted easy access to gen 4 mons, you would have to buy DPPt.
