Welll XY and BW2 take place during the same time, so that could explain why she isn't in the one. As for why she isn't in ORAS, she would be 3 years younger, so might still be training and not be champion yet.

ORAS was rushed. XY wasn't. With XY you have to consider the fact that they redid the entire graphical engine and they made some new Pokemon/region/characters/story on top of that.
