Not remotely. Look at Blaziken's feather hair, look at its right leg, look at Breloom's fucking tail and mouth. They aren't smooth at all like the intent of the filter, they're very jagged while at the same time removing the specific shading that makes the nonfiltered version look good. It fails on the goal it attempts and just makes the image look like chunky shit while destroying the artstyle.
