Yes and no. You can get by pretty easily without knowing spanish. All the item descriptions and anything that was not in the original gen 2 game is not translated.

It's alright. The game is pretty difficult to the point it's impossible to nuzlocke.
It includes some pokemon and moves from gen 3-6 by replacing old ones.
Berries can only be used if a pokemon is equip with one.
The ai is ridiculous, expect heavy use in status moves and recovery items. Treat this game like its smt and you'll do fine.

Sounds like fucking trash. It's almost the same formula for those retarded edgy fan made games that teens love these days.
This is what you do when you don't know jack shit about game balance, and instead think: "If I level up everything, and don't allow him to grind, it will be harder!".
To make something harder, you don't get rid of grinding, specially when you make it optional but add RNG to it. Seriously, one level you fuck up and end up making it an RNG vomit fest, because someone couldn't be bother to program a "shadow pokemon" mechanic where pokemon just couldn't level up past a certain level.
If you want to make something harder, you give the opponent strategic shit, so no matter how much you grind, you still get your ass beat if you don't know what you are doing.
Take a look at the "Volt white" pokemon hacks. Instead of increasing the leveling curve by a million and messing up with the game if you level up more, it gives opponents full teams of competitive pokemon with certain strategies that you have to plan carefully on how to beat.

The level scaling op is talking about is based on how badges work on traded pokemon. The game suffers translation problems but it's not as bad as op makes it. The pdf files explain the abilities and the rough translated item descriptions.
