Just saying now, Zygarde Cell wouldn't have stats because it isn't a Pokemon and technically isn't a form of Zygarde, according to its anime description they're not considered a Pokemon by scientists due to its inability to think and act on its own, they're essentially just items whose only purpose is to transform Zygarde into its three forms.

I wouldnt say so, that may be the whole point of moving into new generation with new mechanics that will make sense for those formes
