In Serperior's case it makes more sense than it appears. Snivy's legs already appear to be vestigial, so what does nature when you don't need something? Just remove it.
Plus in real life, snakes did lose their limbs the same way.

In Samurott case, 4 legs bring much more stability than 2, but giving it arsenal and no hands to use it was stupid.
In Tepig case it's simple, it's made more for strength than for agility.

I feel that Samurott was a "fuck you" to otter lovers. But the animal change doesn't really bother me anyway(and seals used to look like river otters so it's less retarded than a fish into a cephalopod). What got me interested in picking Oshawott was the shell weapon motifs and Samurott retains and enhances that in a "armored warrior" fashion.

What's your point? Every grass starter is an animal that incorporates a plant in its design. This plant then grows as the Pokemon evolves. Bulbasaur's bulb eventually grows into a flower/tree. Chikorita has seeds on its neck that eventually turn into petals. Treecko's tail eventually turns into a bush/evergreen tree. Turtwig's seedling eventually grows into a tree. Chespin's chestnut armour slowly gets bigger and harder as it evolves. Snivy doesn't really have that. Serperior has a design that resembles ivy, but it doesn't really carry that over from its previous evolutions.
It's fine as a regular grass Pokemon, but it drops the ball when it comes to being a grass starters.
