So you don't get stuck somewhere in the overworld. But really they should be traits, for example water pokemon and pokemon that can swim you can surf on or fly on pokemon capable of it. No move slot needed.

Appropriate mons get rock smash and strength
Mons with blades/claws can cut
Flying types can fly
Ground and rock types can use dig and rock climb if that ever becomes a thing again
All these abilities get unlocked appropriately as you beat the gyms

HMs were only in ORAS because it was a remake, and the entire game depended on them for progress.
Both Black/White and X/Y disposed of them, having them available if you wanted to go search certain places but completely unecessary to complete the game.

Still if you wanted certain items / TM's you needed HM's
I'm not against the mechanic, i just hate how its done.
If you made them normal like TM's so they can be taught and deleted an infinite amount of times, or if you made them traits for specific pokemon, you would simplify things so much and still be able to have the progression mechanics in the game.

Also the cut scene is way too long and just using Fly was much better in ORAS.
