It's a water type Lava Plume. The issue is that because it's a TM and a Water move, it's so wide spread.
9 fully evolved pokemon get Lava Plume
63 fully evolved pokemon get Scald.
If Lava Plume were a TM move, we'd probably be but hurt about it too.

fire types are immune to burn, and resist plume
the only type that doesnt suffer the burn from scald is weak to it
im not saying that pokemon is a balanced game at all, but the move is just more of a fuckup than other moves
