Maybe in gen 4. This thing relies on sturdy so much now. If not for it, any special attacker would sneeze on it before you could get your guileful gabbro up, and it would die.
I doubt Sand Stream was the key to it's viability. Unlike Tyranitar, it doesn't get the special defense boost from sandy weather. Immense bulk and recovery is why it's a go to go wall.
