Flygon didn't have a mega because they couldn't think of a design that was good enough in time.
I highly suspect that Milotic is the same case, which if it is, thank god. The self-called Most Beautiful Pokémon needs to not have a shitty design. Give them time to come up with something.

I'd say increase to defense and special attack.
Milotic and Gyarados have the same stats rearranged. I'm not saying this would happen because it didn't for Mega Gardevoir and Mega Gallade, but if Mega Milotic had the stats of Mega Gyarados in the same rearranged way, it would look like this:
