Daily reminder that if those Pokemon were introduced in Gen 4 onwards, their designs would probably be the middle evolution to a much more powerful and heavily designed bird.

Power Plant is filled with Electric Pokemon, it makes sense for Zapdos to reside there.
Sea Foam Islands is filled with Ice Pokemon, it makes sense for Articuno to reside there.
The equivalent for Fire Pokemon would be Pokemon Mansion. But since the player ended up having to go through it to find the Secret Key, it wouldn't make sense to have Moltres there. Instead, they put it in an optional part of Victory Road.
Alternatively, they didn't want to put Moltres in Pokemon tower because it was too close to Sea Foam Islands and Articuno. If you look at where the birds appear on the map, it pretty much forms an equilateral triangle over the Kanto region.

Their original sprites were all poorly designed, but Moltres and Zapdos look a lot more like their original sprites. Maybe Articuno's lack of distinctive features allowed them to work more on its redesign.

Moltres should've been at the mansion on Cinnibar. But that would've made it too close to Articuno. I think their priority was spacing out which one you could catch at which point in the game.

Moltres didn't settle in Victory Road, Victory Road was created there because of Moltres. The Pokemon League torch needed an easy source for fire in case it died out, and it had to be Moltres' fire because tradition or something.

Ponyta is also a Pony and I like it. Keldeo just looks like a garbled mess of shit and design, like 4-5 different designs all tossed shit at a wall and saw what stuck and decided to call it a pony, then decided to just add water hooves to call it a water type.
