It's because Emerald Brendan looks way more streamlined, which fits Hoenn much better.

Girls, eh. That's kinda hard, when they're all adorable.
Tbh I really like Calem's design (apart from those dumb glasses). It's not the most masculine one, but looks like something some city guy would wear. And it makes him look more like a teen going through some phase rather than just a kid, which is a plus.
Dawn is my favorite out of the female designs. That winter outfit in Platinum especially.
