a) its a lopunny.
b) you are playing doubles.
If a) you mega for free and get damage.
If b) you can shut down one of the opponents pokemon for the turn while your partner does something else unhindered.

In VGC16, physical Raichu is better because it can one-shot Primal Kyogre with Zap Plate Volt Tackle and still provide its usual Fake Out/Feint/Encore support.
In any other format, special Raichu is better, I think.
