OK let's solve this. Generation is just a fan term, but it was created by a purpose: to name all versions of a game at once.
It was first used by Game Freak on Pokémon Gold and Silver, and then Crystal. They named them GS Generation (its on the box of those games, and there was an item on Crystal and in the anime named GS Ball). They never used Generation again since Ruby and Sapphire.
As you know Gen I was used to refer to Red, Green, Blue and Yellow Version; and Gen II to refer to Gold, Silver and Crystal, but when FireRed and LeafGreen Version were announced people were complaining about consider them as Gen I games or Gen III games like now with Sun and Moon being Gen 6.5 games or Gen 7 games, and after a long time FireRed and LeafGreen were finally considered Gen III games because they had mechanics and Pokémon that weren't available on Gen I.

Many things that all the Generations have in common are: paired games are the ones that start a generation; introduce new Pokémon, Abilities and Moves; all the games of the same generation have the same graphical engine; people can battle between all the games of the same generation; introduce whole new mechanics that are retained in future games (Special stat split, Abilities, Physical-Special split, Mega Evolution, Whole new types, etc.)
But there are also some exception: RSE and FRLG although they belong to the same generation they have different graphics; XY and ORAS having their own even when they belong to the same generation because ORAS had Items, Abilities and Formes (Megas and Primal Reversion) that weren't programmed on XY, but Gen IV also had the Rage Candy Bar incident; Gen V not introducing some notable mechanic, there is Hidden Ability but it is just a third Ability.

What I want to say with this is that there is no real structure about a Generation because all the Generations have many different things between games of the same Gen.
We still don't know if Sun and Moon are Gen 6 or Gen 7 games. When we see the graphics or the mechanics then we must consider them as Gen 6 or Gen 7 games. Just a reminder that ORAS introduced 3 new Abilities without starting a new Generation, so adding new Pokémon on Gen 6 should not be considered as "Gen 6.5 Pokémon".

If SuMo has the same starters as XY and only about 55 new mons, either it is still part of gen 6, or the idea of gens will lose all meaning. It is clear what Gamefreak are doing, they are splitting up new content as much as possible in order to get people to buy more games. So in a normal gen you get 100-150 new mons. If they split that into 4 games instead of 2, then you get more people to buy more games.
