The first releases in a gen are purposefully devoid of content so that the third versions and remakes have something to market. After all, they can market new Pokemon for a new gen, if the remakes and third versions didn't have something to set them apart then they'd sell a lot less copies. You can bet that most of the features that aren't in Masuda's games were already planned, but kept on the backburner for future releases. So it's not really Masuda's fault, his games lay the groundwork essentially. If you want someone to blame, blame TPCi or Nintendo.
